Consultancy Services On The Establishment Of A Film Incentive Program In Kenya

Background Information:

Kenya Film Commission (KFC) is a State Corporation mandated to facilitate the development of a vibrant film and television industry in Kenya, promote and market the country’s filming potential locally and internationally.

As part of the Kenya Film Commission continuous improvement strategy and competitively positioning of Kenya’s film industry as the ideal film making location, it intends to establish and operationalize competitive film incentive and stimulus program that will encourage and attract large-budget films and television productions and post-productions work that will contribute towards employment creation, exchequer contribution and increase the country’s creative and technical skill base.

The revenue of Kenya’s entertainment and media sector is estimated to grow by 8.5 per cent over the next five years to hit $ 3.2 billion. A Price Waterhouse Coopers (PWC) report on the sector and media outlook 2017- 2022, released recently, indicates that 2016 the industry was worth $ 2.1 billion, up 13.6 per cent from 2015.

There is a growing international interest in the potential of Kenya’s Cultural and creative industries, where the Film Industry domiciles, to drive sustainable development, attract foreign direct investments and create massive job opportunities especially for the large youth population.

Expression of Interest:

Interested firms should submit an Expression of Interest (EOI) by providing information indicating that they are qualified to perform the required services.

Scope of Service:

The consultant will be required;

  1. To assess, design and create a compelling economic and/ or competitive justification for establishing a fiscal film incentive programme for Kenya’s film industry;
  2. If such compelling justification does exist, the consultant should make recommendations on the form that the film incentive program should take, having regard to the need to: avoid deadweight wastage; maintain probity, regularity and transparency in the operation of the scheme; position Kenya as a competitive film making location relative to Kenya’s main competitors in this context;
  3. Assess and give a competitive playing field within our competitors i.e what is south Africa offering vs Kenya as well as Nigeria
  4. Provide an assessment of the costs of the incentive program to the Exchequer over a five-year period and the benefits to the film industry and its associated services sector of the incentive program proposed, expressed in gross and net terms and;
  5. Develop a clear implementation road map on the effective ways of operationalization of a sustainable film incentive program/system within the Kenyan Film Industry;
  6. Oversee the implementation and operationalization of the Film incentive program and provide implementation support services to the Commission and as may be required.

Eligibility Criteria:

  1. Financially sound Kenya/International companies, propriety/partnership firms, corporations, partnership of firms/joint ventures/consortia may bid for engagement as Consultant.
  2. Extensive experience in similar assignment of similar scope or higher
  3. The Consultant should have sufficient technically qualified professionals being proposed for the assignment.


Interested firms should submit their proposals that will include the following:-

  1. Company profile, company history, services, affiliations, etc.
  2. Certificate of business incorporation/registration in the Country of domicile
  3. Original and copy of the expression of interest documents (i.e. one (1) original and two (2) copies)
  4. Provide evidence of experience in handling assignments of similar scope ; Attach at least three (3) references of similar work done in the last five (5) years
  5. A proposed methodology, plan and schedule of execution
  6. List of names and CVs of key personnel and evidence of their professional qualifications
  7. Financial capability- Provide evidence of relevant resources and financial statements for the two current consecutive years.
  8. Firms that bid jointly should submit consortium agreements between the parties, with the roles of each party clearly defined

Only shortlisted firms from this procedure will be invited to submit their technical and financial proposals under the request for proposal (RFP) for the provision of the consultancy service. Firms will be prequalified in accordance with the provisions of the Public Procurement and Asset Disposal Act, 2015.

And must be deposited to the tender box situated at the main reception of the Commission. Late submission of EOI documents shall be rejected. All documents shall be in English language. EOI documents shall be opened physically in the presence of firms’ or their representatives who choose to attend in person at the Kenya Film Commission Boardroom located on the 2nd Floor, Jumuia Place II along Lenana Road in Kilimani Area, Nairobi – Kenya.
